While I support adding more diverse retail, and creating a more diversified tax base, I do not support the current Target proposal for three reasons. First, I do not believe it is good planning to create a new General Plan designation in the context of a specific project. It obscures the dialogue about “where” with “whether”. After the retail survey indicated broad support for more retail, we should have had a community dialogue about what kinds of retail and how big, rather than waiting for a proposal and then reacting. Second, the size of the proposed store is a bit abrasive to me given the current structure of the city. This store would be twice the size of the Woodland store, and three times the size of Nugget on Covell. Third, I believe there’s an equity issue. There’s no way the neighbors could have conceived that a project of that size would be sited behind their homes. People should generally be able to rely upon the regulations we establish for specified time frame. Conceivably, the final mitigation proposed for the project could addresses neighborhood concerns, but as it stands, I am opposed to the project as proposed.
