In parallel to water or sewer service, telecommunication consists of services delivered over infrastructure. Many of the other [[advantages|advantages]] stem from services, or the characteristics of services, delivered at broadband speeds over open "pipes." But one fundamental argument for a municipal network is that governments fund, deliver, and administer infrastructure so that services can be delivered to parcels in their jurisdiction.

Yolo County's [[http://www.yolocounty.org/general-government/yolo-lafco/shared-services-initiative/yolo-broadband/frequently-asked-questions|FAQ page about broadband]] has several answers that develop these ideas. The Davis [[City Council|city_council]] historically has regulated the City's cable franchise agreement, using a Telecommunications Commission to oversee it (the Commission was disbanded in 2013; the franchise contract with Comcast expires in 2018).
