Currently, there are "two franchised cable televsion services in Davis - Comcast and AT&T. Comcast operates under a franchise issued by the City of Davis, while AT&T operates under a state-wide franchise issued by the California Public Utilities Commission." These operators are distinguished, in part, by owning the infrastructure that connects to each parcel in Davis (businesses and residences). They have a disincentive to make use of that infrastructure attractive to competing services. A municipal broadband fiber network, owned by the public and operated by a neutral party, would allow for increased customer choices of services.
