Incentive Programs Local Programs Clean Air Funds Program The Clean Air Funds (CAF) Program is designed to reduce emissions from motor vehicles by supporting cleaner vehicle technologies and alternative modes of transportation, increasing transit ridership and educating the public about air pollution. The program offers incentive funding for projects or programs that reduce emissions from mobile sources of air pollution that are not yet subject to local regulation or state or federal air pollution laws. The CAF program is funded through an annual Department of Motor Vehicles (DMV) fee of $4.00 on every motor vehicle registered in the District and AB 8 Solano County property tax revenue. The grant application period runs from approximately mid-January to mid-March. The program is open now, and will close on March 23, 2012. Methods for Determining Project Cost-Effectiveness: Project cost-effectiveness calculations can be completed using the latest (12/09) automated version of the “Methodologies for Funding the Cost Effectiveness of Air Quality Projects” calculator, in Microsoft Access 2007. The calculator can be downloaded here. To use this program, it is recommended that you save it to your computer. If you cannot access the Methodologies calculator, the file can be e-mailed to you. Woodstove Change-out Program (This program is implemented as funding allows. Currently there is no funding available.) To promote the reduction of particulate matter from wood-burning, the District teams with retailers and industry to implement an incentive program to encourage home-owners to voluntarily replace their old wood-burning appliances with cleaner burning Environmental Protection Agency (EPA) Phase II-certified appliances. These EPA-certified appliances are designed to significantly reduce the amount of particulate matter emitted into the air by causing wood to burn much more efficiently. Over the past 3 years the District has replaced approximately 120 high polluting woodstoves and inserts with new cleaner burning pellet, gas, or EPA Phase II woodstoves. Clean School Bus Program The purpose of the Clean School Bus Program is to reduce the exposure of school children and the general public to cancer-causing and smog-forming emissions from diesel school buses through a combined approach of replacing and retrofitting older high-polluting school buses. The program is funded with the use of AB 923 funds through an annual DMV fee of $2.00 on every motor vehicle registered in the District. Prop 1B / SMAQMD School Bus Program - Retrofitting of existing buses with diesel particulate filters. This program is administered by the Sacramento Metropolitan Air Quality Management District (SMAQMD) for the retrofitting of school buses in the Sacramento region, including the Yolo-Solano AQMD. State Low Emission School Bus Program Guidelines Sacramento Metropolitan Air Quality Management District (SMAQMD) Heavy Duty Low Emission Vehicle Incentive Program This heavy duty vehicle incentive program has two major components. These two components are the Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) and the Sacramento Emergency Clean Air and Transportation (SECAT) Program. The Carl Moyer Memorial Air Quality Standards Attainment Program is a State-funded program to improve air quality through the introduction of cleaner technologies for in-use heavy duty vehicles and equipment. Due to the nature of mobile source emissions and because the emission reductions are needed throughout the Sacramento Federal Ozone Non-Attainment area (SFNA) the SMAQMD receives and distributes Carl Moyer funds directly from the ARB on behalf of the entire SFNA, except for the southern portion of Sutter County. The SMAQMD provides the incentive money to companies, fleet operators and individuals who are willing to reduce emissions from their heavy-duty vehicles and mobile off-road equipment. The primary purpose of the program is to reduce nitrogen oxides (NOx) and particulate matter (PM) emissions from heavy-duty diesel engines. Typical Carl Moyer projects include repowering agricultural water pumps, off-road construction and agricultural equipment and replacing, repowering or retrofitting heavy-duty diesel engines in on-road trucks. The program is administered by the Sacramento Metropolitan Air Quality Management District (SMAQMD). Sacramento Emergency Clean Air Transportation (SECAT) ProgramThe SECAT Program is a partnership between the SMAQMD and the Sacramento Area Council of Governments (SACOG). Registration for Yolo-Solano AQMD's 2012 Mower Exchange is open through May 11, 2012, or until the program is full.. Thanks to funding from the Bay Area AQMD, all Solano and Yolo County residents are eligible to participate. Environmental Quality Incentives Program (EQIP) This program is administered by the Natural Resources Conservation Service and was created as a voluntary financial assistance program for farmers and ranchers to help eligible producers install or implement conservation practices on agricultural land. Various programs can qualify for funding under EQIP. These categories include: Animal Feeding Operations Water Quality program, California Air Quality Enhancement Programs, California Organic Programs, and Wildlife Initiative programs.
